يوجد اقتصاد أخضر، ولا توجد عملة أو نقود خضراء، لكن عنوان المقال يشير إلى الأثر التنموي الصديق للبيئة لدعم السعودية السخي بقيمة 2.5 مليار دولار لمبادرة الشرق الأوسط الأخضر على مدى السنوات العشر المقبلة، الذي أعلنته يوم الإثنين الماضي، في كلمة ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان، في انطلاق النسخة الثانية من المبادرة المقامة بمدينة شرم الشيخ بجمهورية مصر العربية، برئاسة مشتركة بين الأمير محمد بن سلمان والرئيس عبدالفتاح السيسي رئيس مصر.
وقبل نحو عام، وتحديدًا في أكتوبر من العام 2021، استضافت الرياض مبادرة الشرق الأوسط الأخضر في نسختها الأولى؛ إذ تُعدُّ المبادرة مسعىً إقليميًّا تقوده السعودية للتخفيف من تأثيرات تغيّر المناخ على المنطقة، والعمل المشترك لتحقيق أهداف العمل المناخي العالمي.
حسنًا فعلت السعودية في اختيار موعد ومكان قمتها الثانية بالتزامن مع انعقاد قمة قادة العالم في مؤتمر الأمم المتحدة المعني بتغيّر المناخ (كوب 27) المنعقد في شرم الشيخ بحضور قادة العالم، لإعطاء زخم عالمي لمستهدفاتها الكبيرة، ومن بينها سعي صندوق الاستثمارات العامة للوصول للحياد الصفري لانبعاثات الاحتباس الحراري بحلول 2050 من نهج الاقتصاد الدائري للكربون.
في المقابل كانت قمة «cop 27» أكثر تشاؤمًا مع تحذيرات الأمين العام للأمم المتحدة أنطونيو غوتيريش بأن البشرية تواجه لحظة فارقة بين «العمل معًا الآن من أجل البقاء أو الفناء بفعل كارثة مناخية مقبلة».
«كوب» وهي الحروف الأولى لعبارة «مؤتمر الأطراف» بالإنجليزية مسؤول عن مراقبة واستعراض تنفيذ اتفاقية الأمم المتحدة الإطارية بشأن تغيّر المناخ، ويُعقد بشكل سنوي للدول التي وقعت الاتفاقية الإطارية منذ العام 1995، في حين مثّلت الدورة 21 (COP 21) بباريس في ديسمبر 2015 مؤتمرًا تاريخيًّا؛ إذ تمخض عن أول اتفاق دولي بشأن المناخ.
السعودية وقادتها إذا قالوا فعلوا؛ لذا تبدو المستهدفات التي أعلن عنها الأمير محمد بن سلمان، مدعاة للتفاؤل، بعكس كثير من الدول الغربية التي تكيل الاتهامات للدول المنتجة للنفط بشأن الانبعاثات الكربونية، دون التزام على أرض الواقع. فالأرقام تقول إن أمريكا وبريطانيا تتصدران الدول الأكثر تقصيرًا في التعهد الدولي بتقديم 100 مليار لدعم جهود المناخ، بحسب مبادرة «كاربون بريف» التي قدَّرت عجز تمويل المناخ في 2020 لأمريكا بـ32 مليارا، وكندا بـ3.3 مليار، وأستراليا بــ1.7 والمملكة المتحدة بـ1.4 مليار دولار.
